MEETING MINUTES Wilber Clatonia Public Schools School Board Meeting November 17, 2014 The regular meeting of the Board of Education of Wilber Clatonia Public Schools convened in open and public session on Monday, November 17, 2014 at the school house, 900 South Franklin, at 7:00 p.m., Wilber, Nebraska. The roll was called and the following board members were present: Bob Sykes, Chris Cerveny, Scott Havel, Jerry Petracek, Tim Riechers and Michelle Pryor. Guests present were: Craig Vyhnalek, Rod Ulmer and Ryan Wiese, Cheyanne Needles, Sami Jo Roth, Sara Holling, Chandler Oliver, Harley Woodard, David Zimmerman, Cara Heller, Garrett Zajicek, Alec Munro, Darla Chrans, Donna Zlab, Raul Urenda, Kaylee Brinton, Ray Collins, Mark Fritch and Christine Radcliff. Notice of the meeting was given in advance by publication and in accordance with the board approved method of giving notice of meetings. Notice of meeting was given in advance to all members of the Board of Education. Availability of the Agenda was available in the Superintendent’s Office. All proceedings of the Board of Education, except as may be hereinafter noted, were taken while the convened meeting was open to attendance of the public. President Sykes called the meeting to order at 7:00 p.m. At the beginning of the meeting President Sykes welcomed visitors and reviewed the procedures for addressing the board. President Sykes also announced and informed the public that a current copy of the Open Meetings Act is posted on the wall of the meeting room and directed the public to its location. A motion was made by Tim Riechers and seconded by Scott Havel to approve the following consent items: Board members receipt of notice of meeting acknowledgment; public notice of meeting acknowledgment; approval of the agenda; approval of the minutes of the regular session of October 20, 2014; and approval of the claims and financial reports: General Fund, $569,160.62; Special Building Fund, $9,281.25; Qualified Capital Purpose Undertaking Fund, $178,918.75 and Bond Fund, $495,436.25; and approval of Daryl Wusk as local substitute. After discussion and on roll call vote, the Board voted as follows: voting for: Bob Sykes, Chris Cerveny, Scott Havel, Jerry Petracek, Michelle Pryor, and Tim Riechers; voting against: none. Motion carries. Mr. Collins updated the Board of Education regarding the progress on various projects being conducted throughout the school, most of them a result of hail damage. Mr. Collins reviewed areas of non-compliance or concerns as noted in the audit. A motion was made by Scott Havel and seconded by Tim Riechers to approve the District annual audit. After discussion and on roll call vote, the Board voted as follows: voting for: Bob Sykes, Chris Cerveny, Scott Havel, Jerry Petracek, Michelle Pryor, and Tim Riechers; voting against: none. Motion carries. The Board then discussed the items they would like to look at and discuss at the Annual Board Retreat. These included testing, which tests, why we do them, and how the data is used. The Board then reviewed two insurance proposals, one of which was presented to the Board by Mr. Vyhnalek, Mr. Ulmer and Mr. Wiese at the meeting. The Board members wanted additional time to review the proposals and tabled action on this item until the December 15, 2014 meeting. As per policy, Mr. Collins reminded the Board that the formal Superintendent evaluation needs to be conducted in December. The Board members reviewed the policy and forms used. Mr. Collins provided the school board election results as certified by the County Clerk. The following are the results: Havel, 790; Sykes, 591; Riechers, 576; and Wooten, 515. Scott Havel, Bob Sykes and Tim Riechers are elected for a four year term on the Board. A motion was made by Chris Cerveny and seconded by Jerry Petracek to purchase the new accounting software and training from APTA Funds for $13,500. After discussion and on roll call vote, the Board voted as follows: voting for: Bob Sykes, Chris Cerveny, Scott Havel, Jerry Petracek, Michelle Pryor, and Tim Riechers; voting against: none. Motion carries. A motion was made by Jerry Petracek and seconded by Michelle Pryor to replace 25 computers for the business room for $22,505. After discussion and on roll call vote, the Board voted as follows: voting for: Bob Sykes, Chris Cerveny, Scott Havel, Jerry Petracek, Michelle Pryor, and Tim Riechers; voting against: none. Motion carries. The Board reviewed procedures and statutes for filling a Board vacancy as outlined in materials provided by the Perry Law Firm. A motion was made by Tim Riechers and seconded by Michelle Pryor to table the motion to accept the resignation of Board member, Jerry Petracek, to determine the best process and layout a timeline and calendar and schedule special meetings as needed. After discussion and on roll call vote, the Board voted as follows: voting for: Bob Sykes, Chris Cerveny, Scott Havel, Michelle Pryor, and Tim Riechers; abstaining; Jerry Petracek; voting against: none. Motion carries. The Board was given a K-6 building update by Christine Radcliff. Mr. Fritch presented the 7-12 building and transportation update to the Board. The Board reviewed the Activities and Technology report. The Board then reviewed reports from other departments. The Board discussed the upcoming NASB Convention. The Board then reviewed the Safety Committee and Wellness Committee meeting minutes from November 12, 2014. The result of the number of people viewing STRIV TV during our activities was discussed.
