MEETING MINUTES This is a synopsis of the Saline County Board of Commissioners’ February 11, 2014, regular meeting proceedings. A complete set of the proceedings is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and at our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on February 11, 2014, by Chairperson, Janet J. Henning. Present were Marvin A. Kohout, Willis D. Luedke, Janet J. Henning, Richard D. Jiskra, and Tim McDermott, Commissioners, and Linda Kastanek, County Clerk. County Attorney Tad Eickman was present between court commitments. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three county newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Henning advised those present of the open meetings law posted at the back of the room. The Board: Approved the agenda as presented; Approved the minutes of the January 28, 2014, meeting; Heard report of receiving a thank you letter from Blue Valley Behavioral Health for the county’s continued support; a letter from NIRMA requesting support of LB881 (the motor vehicle pursuit legislation); notice of the Five Rivers RC&D workshop in Tecumseh on the 19th and a letter from the Seward County Planning and Zoning notifying Saline County of a Public Hearing to amend the Livestock setback regulations in Seward County; Heard report of attending the LEPC meeting at Saline Center last week, the NACO Legislative meeting in Lincoln where they discussed strategies and the bills to support, oppose or watch; the Wind Association meeting, the NACO Board workshop in Kearney; an Employee Recognition meeting and stated that March 21 is the date of the supper; attending the Wind Association meeting; a Safety Committee meeting; a meeting with the Wilber Chamber of Commerce and the NE Czechs of Wilber concerning the Saline County Drug & Alcohol Prevention Coalition; received phone calls and e-mails from the Crete Chamber of Commerce regarding the Coalition; heard that they are getting a good group together for the coalition; a coalition meeting, and last night had a coalition sub-committee meeting dealing with the development and reintroduction of an updated Juvenile Services Comp Plan; a Grant writing meeting with Region V; an upcoming meeting with the Union; and that the Spring NIRMA CPR & AED training will be on April 22 and 23; After discussion, approved drafting a resolution to various legislative officials pledging our support of LB881; Approved two new board members for Aging Services; Lila Pribyl of Dorchester and Mary Ann Reiss of Crete; Approved an Observation of Construction contract with Speece Lewis Engineers for Project C0070601815 at a cost of $64.00 per hour; Approved the recommendation on the loader bid for a 2011 Cat loader at a price of $114,600.00 after trade-in; Heard that the Highway Superintendent budgeted for a new pickup and was in the process of ordering a 2014 Chevrolet Silverado; Heard that magnet strips to attach to the grader drags have been ordered and will be built soon; Approved support of County Government Day, to be held on March 26; At 10:10 a.m., took a short break; At 10:20 a.m., reconvened; Approved an Interlocal Agreement with Gage County to house Gage County prisoners at $50.00 per day, automatically renewing the agreement each year; Approved the 2013 LEOP with page number changes to be made; Approved Resolution #2014-05, approving the 2013 Saline County Local Emergency Operations Plan; Henning publicly thanked Luedke and Kohout for checking the LEOP for errors and omissions; Approved Brian Wilson and John Coffey with Family Heritage Insurance to send flyers in the paychecks telling employees about their insurance coverage options; The Board discussed the Blue Valley Community Action Sheltering Agreement and decided to table it for more information; BJ Fictum presented a draft of the Purchase Agreement with First Wireless for the new Communications System. He reported on holding two NIMS classes, and will be having a tabletop exercise with the 5 Region Public Health Solutions on Thursday morning. Approved the Clerk of District Court Report of Fees for January, in the amount of $3,822.50; Approved the County Clerk’s Report of Fees for January, in the amount of $9,358.71; Approved the Sheriff’s Report of Fees for January, showing Writ Fees, $1,540.00; Mileage, $866.40; Inspections, $330.00 and Gun Permits, $60.00, totaling $2,798.90; At 11:45 a.m., entered into Executive Session; Henning announced that during closed session the Board would be discussing budget concerns;
